China’s third-generation nuclear power plant introduced from the United States enters the implementation phase

China National Nuclear Power Technology Co., Ltd. and the Westinghouse Consortium of the United States signed a third-generation nuclear power autonomous project support contract at the Great Hall of the People in Beijing on the 24th. Chinese Vice Premier of the State Council and leader of the National Nuclear Power Autonomy Leading Group Zeng Peiyan attended the signing ceremony and met with representatives of both Chinese and foreign parties.

National Nuclear Power Technology Co., Ltd., Sanmen Nuclear Power Co., Ltd., Haiyang Nuclear Power Co., Ltd., China National Technical Import and Export Corporation, and the Westinghouse Consortium and subcontractors respectively signed the nuclear island design of four units of the three-generation nuclear power autonomous project. And some main equipment procurement contracts; National Nuclear Power Technology Co., Ltd., China National Technical Import and Export Corporation and the US Westinghouse Consortium and major subcontractors signed the AP1000 technology transfer contract. The transferred technology includes AP1000 main pump technology, AP1000 blasting valve technology, containment technology, pressure vessel, steam generator, integrated head technology, and core technologies such as operation management technology.

Zeng Peiyan met with Mr. Shi Ruizhi, President and CEO of Westinghouse Electronics, Mr. Shi Yezhi, Chairman of the Board of Directors of Westinghouse, and Mr. Tingye Zhengfu, Vice President of Toshiba Corporation. The third generation of nuclear power autonomy relies on the formal signing of the project contract. The important achievements of Sino-US nuclear energy cooperation will play an important role in pushing China's nuclear power industry to a new level, and also lay a good foundation for the completion of China's nuclear power medium and long-term development planning.

Zhang Guobao, deputy director of the National Development and Reform Commission and deputy head of the National Nuclear Power Autonomy Leading Group, presided over the signing ceremony. He said that the signing of the contract "marks that the three-generation nuclear power autonomy project will be transferred from the business negotiation stage to the project construction and technology transfer implementation stage."

China National Technology Import and Export Corporation has participated in comprehensive negotiations and introductions since the beginning of the project. General Manager Jiang Xinsheng told reporters that relying on the implementation of the project and the digestion and absorption of imported technologies, the three-generation nuclear power will be gradually realized and localized, and the ability of China's independent design, independent manufacturing, independent construction and independent operation will be strengthened and improved.

Wang Binghua, chairman of the National Nuclear Power Technology Co., Ltd., revealed that the first million-kilowatt nuclear power unit using the third-generation nuclear power technology is scheduled to be completed and put into commercial operation in Sanmen, Zhejiang Province by the end of 2013. This will also be the first nuclear power plant in the world to use AP1000 nuclear power technology. He said that the National Nuclear Power Technology Corporation will complete the introduction of third-generation nuclear power technology with high quality, and ensure that four nuclear power units based on two projects in Zhejiang Sanmen and Shandong Haiyang are built as planned and safely put into commercial operation.

China's third-generation nuclear power technology, the AP1000 advanced pressurized water reactor technology, has adopted a unique "non-active" safety system design. Compared with previous nuclear power technologies, the new technology simplifies the number of system equipment, reduces the probability of accidents, and improves the safety and reliability of nuclear power plant operation.

At present, the installed capacity of nuclear power in mainland China is about 8 million kilowatts, which is only 1% of the total installed capacity of the country, far below the world average. The 11 nuclear power units in operation are mainly pressurized water reactor technology, including three domestically produced, two imported from Russia and four imported from France, and two heavy water reactors imported from Canada. These nuclear power technologies are basically part of the second generation.
According to the National Medium- and Long-Term Development Plan for Nuclear Power, by 2020, the country will build 40 million kilowatts of nuclear power plants and 18 million kilowatts under construction. The ratio of nuclear power assembly machine capacity to total power installed capacity will reach 4%. In the coastal areas where the economy is developed and the power load is concentrated, nuclear power will become an important part of the power structure.

Authorities in the industry believe that China's nuclear power is entering a new stage of accelerating development, and the development of third-generation nuclear power is in line with the development direction of the world's new generation of nuclear power. Nuclear power is a strategic industry. While introducing advanced foreign nuclear power technology, China will continue to adhere to independent innovation. Under the guidance of the principle of "I am the mainstay, Sino-foreign cooperation", China will unify the technical route and adopt advanced technology to continuously improve the nuclear power unit. The safety level and economic performance, the autonomy and localization of large-scale nuclear power unit construction, and the overall capacity of China's nuclear power industry.
