From January 1st of this year, any product that fails to pass the QS audit will not be affixed with the QS logo; products manufactured without QS logo starting January 1 will not be allowed to circulate or sell in the market; QS logo dealers penalize. As the system strictly controls the distribution process, many companies started their audit work in the first half of 2007.
"We passed the review on December 28, 2007. We have calculated that we have invested more than 2 million yuan for the audit." Shen Lan, manager of Beijing Lanjie Industry & Trade Co., Ltd. said. The QS audit has very strict requirements on food and food packaging. This is a difficult task for plastic food packaging companies that have previously set up factories based on common factory standards. Compared with Lanjie, some weaker companies are less fortunate. In particular, some companies have small scale and low profit industries. There are very few companies that have passed the audit. Taking the plastic woven bag industry as an example, according to Wang Yongren, director of the plastics section of the China Plastics Association Expert Committee, only nine companies in the industry have passed the QS audit. "The implementation of the QS system is very beneficial to the integration of industry resources. It will eliminate a large number of outdated production capacity." He said, "But another problem is that there are too few enterprises that have passed the audit and the production capacity is completely unable to meet the market demand. It is understood that the current AQSIQ QS unlicensed investigation focuses on 28 kinds of foods. The investigation and handling of food plastic bags has not yet officially started, and it is possible to use 1-3 months as a transitional period. “The QS logo has not yet begun to be checked on the market. Unlike the major wholesale markets of the Fairview Land, which mainly face restaurants and vendors, Beijing Yanqi Central Chemical Co., Ltd.'s customers are mainly food factories and supermarkets. The enterprises that have passed the audit are large enterprises. If we talk about price alone and quality, we are at a competitive disadvantage."
However, at the same time, the reporter learned that some small companies that are unable to pass the QS audit have already made preparations for a “guerrilla warfare.” The common feature of such enterprises is that they have a very small scale and basically have no rectification capabilities. A Beijing-based company official who produces disposable plastic bowls told reporters that he had calculated that he would spend nearly 200,000 yuan to pass audits and that companies could not afford to pay for it. "As long as it is not strictly enforced, someone will buy it, I will dare to produce it." This has almost become the general idea of ​​such enterprises.
Dong Jinshi, a special expert of the National Environmental Protection Product Quality Supervision and Inspection Center, said that at present, there are 1280 enterprises in the food plastic packaging industry in China that have passed the QS certification. If they reach more than 1,500, they can basically meet the market demand. He believes that in the long run, China's QS system will continue to improve and strict, those who can not pass the audit will eventually be eliminated.
