Rare earth resources "forced" to deep processing

For the rare earth industry, 2007 was a significant year of change. The state adjusted the rare earth industry plan from directive to mandatory, imposed a 10% tariff on the export of rare earth products, accelerated the elimination of high energy-consuming, high-pollution, and backward production capacity, and restricted foreign investment in the extraction of domestic rare earth resources. This series of policies all point to long-term problems in the rare earth industry such as resource sales, unregulated development, serious waste, and environmental pollution.
The reporter learned from the rare earth industry association of the Inner Mongolia Autonomous Region that China is the world’s largest producer of rare earths and its output has been maintained at more than 90% of the world’s total output for many years. However, as China's rare earth resources are exported in large quantities in the form of mineral products and low-level processed products, and many foreign enterprises are shipped to foreign countries after purchasing rare earth raw materials for processing in China, a large amount of rare earth resources are lost in China and the environment is severely damaged. Because of the vicious competition and low prices, these have become "a cliche" that is repeated year after year. However, in 2007, this situation has changed. The country raised the threshold for the export of rare earth products, curbed export growth, protected rare earth resources from excessive consumption, promoted the improvement of the efficiency of rare earth industries, highlighted the dominant position of rare earth raw materials in the world, and significantly increased export prices. The rare earth market has been rectified to a certain extent, and environmental protection has achieved initial success. More importantly, more and more companies have embarked on the road of deep processing.
It is understood that, at present, provinces and regions with rare earth resources are considering the depth of the development of local rare earth economy, the development of rare earth downstream industrial chain, in recent years, investment and investment continue to strengthen and attract domestic and foreign funds and technology to develop the region's rare earth industry.
For example, the Baotou municipal government promulgated the "Opinions on Building the Advantages of Rare Earth Raw Material Supply" and Speeding up the Development of Rare Earth Industry, and introduced powerful domestic and foreign companies to realize the local transformation of rare earth raw materials. Rectifying rare earth raw materials shall be uniformly oriented and sold. Any enterprise that engages in deep processing of rare earths within the scope of Baotou Rare Earth Hi-tech Zone shall supply rare earth raw materials at market preferential prices. Strive to form rare earth permanent magnet materials, rare earth hydrogen storage materials, rare earth polishing materials, rare earth luminescent materials and rare earth permanent magnet motor, nickel-hydrogen battery, rare earth energy-saving lamps and other industrial bases. Jiangxi Province proposed the implementation of the “restricted export, incentive input” mineral trade policy, insisted on the use of resources for technology, and actively introduced foreign companies in the deep processing and application of rare earth. To integrate and reorganize rare earth resources and rare earth resources in the province, and establish Jiangxi's leading enterprises in the rare earth industry, and prioritize the supply of rare earth deep processing companies, new material production companies and application companies. It also encourages and supports qualified companies to “go global”, explore prospects, mines, and develop follow-up industries at home and abroad. The provinces of Sichuan, Hunan, and other provinces rich in rare earth resources have also proposed plans for extending the industrial chain and building rare earth industrial clusters in the next few years.
At the same time, from a global perspective, China's rare earth resources and labor advantages have also attracted the attention of foreign deep-processing industries. Due to the limited export of China's rare earth resources, and rare earth resources and separation projects have also become countries to limit cooperation projects with foreign countries, foreign deep processing and application projects of rare earths to accelerate the transfer of China's largest rare earth resources. In 2007, 85% of the world's LCD monitors, 90% of notebook computers and 40% of LCD TVs were moved to production in mainland China. The rapid development of the automobile industry in China has enabled foreign countries to accelerate the production of DC motors and exhaust purifiers for automobiles. Foreign NdFeB manufacturing companies are also moving to China. For example, Japan's TDK has established a processing base in Dongguan, Guangdong, Japan Showa Denko has established a rare earth alloy production base in Baotou, Inner Mongolia, and Ganzhou, Jiangxi, and European VAC and China Sankei Sanhuan have established in Beijing. Joint Venture, NEOREM Corporation established a processing base in Ningbo. This trend will greatly increase the level of internationalization of rare earths in China, thus providing favorable conditions for China's rare earth products to go global and open up international market space.
Under this situation, domestic enterprises have also accelerated the pace of deep processing. Some leading enterprises are continuously improving their independent innovation capabilities and production technology levels, and are marching toward deep processing of rare earths. For example, Qingdao Yikesi New Material Co., Ltd. independently researched and developed the rare earth isoprene rubber production line. The Ni-MH battery of Inner Mongolia Leopold Ni-MH Battery Co., Ltd. has realized industrialization. Shanghai Zhengcheng Magnetic Material Technology Development Co., Ltd. is Anhui Province has invested in the construction of a rare earth nanocrystalline permanent magnetic powder project. Jiangxi Hongyuan Chemical Co., Ltd. has independently developed a rare earth thermal stabilizer, which has extended the rare earth industrial chain to the application field.
