Ma Leijun: On the issue of school bus, there are six shortcomings in China: one lack of legislative guarantees; two lack of specialized management institutions, which cause mutual dereliction between departments; three lack of quality standards; four lack of detailed operational procedures, such as this point in Japan It is stipulated that one school bus is equipped with two kindergarten teachers. France stipulates that drivers must hold special certificates for employment; five lack of funds guarantee; and six lack special rights. From a deeper level, the school bus problem has exposed three educational problems in China: from the perspective of urban development, due to the uneven development of compulsory education, the problem of school selection is serious, children are often far-reaching; from rural and remote areas, empty nest schools appear in many places. Ma Leijun: According to the specific situation of the local area, see if the bus is developed enough. Where the bus is perfect, the significance of developing a school bus is relatively small. Because in the compulsory education stage, many children may not be able to go to school by themselves, they need parents to pick up and transfer, which increases the burden on parents. Ma Leijun: In the future development goals, school buses must be included in the basic public education system, and all free of charge. At present, it is very difficult for the country to make a big package. If the government does not pay the bill, then whether it is entrusted to the bus company or the school bus company to operate, the company must have a return on interest. Compared with public transport, school bus vehicles have high requirements and low usage rates, so the economic cost is much higher than that of public transport. The government should provide certain subsidies.


At present, the gap in funding is very large. It depends on whether the government is determined to take this as a political task, and whether there will be special funds for school buses. For example, in the United States, the investment in school buses is 500 US dollars / person / year, and China's per capita education funds are only a few hundred dollars.
