Hubei cracks down on illegal dumping of hazardous wastes in other places

On August 27th, the Hubei Provincial Department of Environmental Protection notified the two provinces of hazardous wastes that had been illegally transferred to Hubei Province since April this year and dumped the incidents in Hubei Province. It also asked local environmental protection agencies to establish a system for the illegal transfer and dumping of hazardous wastes.


On April 9, the illegally transferred waste acid (chlorine-silicon-based compounds) from Zhongxiang City, Hubei Province, was illegally dumped into the underground pipe network from Henan Province. The acidic water quality caused the death of the biological bacteria in the sewage treatment plant in the city. Severe corrosion, unable to operate normally, 1,500 acres of fish ponds in South Lake Fisheries were contaminated and suffered serious losses. After the incident, the Environmental Protection Bureau of Zhongxiang City immediately took emergency measures to remove the pollution, cooperated with the public security department to investigate and collect evidence, transferred the illegally transferred parties to the judicial organs, and pursued criminal liabilities according to law.


On July 1, the Yellowstone Environmental Protection Bureau discovered during the enforcement process a batch of waste slag transferred from Zibo City, Shandong Province to the land-locked area of ​​the city. After testing with a pH test paper, the pH of the exudate was less than 2, which was hazardous waste. The shipment did not go through any approval procedures for the transfer of hazardous wastes and was illegally transferred. Huangshi City Environmental Protection Bureau, in conjunction with the public security department, imposed a fine of 10,000 yuan on illegally-transported truck owners according to law, and ordered the owner to return hazardous waste to the original waste units.


Hubei Provincial Department of Environmental Protection pointed out that the illegal transfer and dumping of hazardous wastes across provinces (cities) is a new form of illegal sewage that has emerged in recent years. It is characterized by bad nature, great harm and strong concealment. In order to effectively curb the illegal dumping of hazardous wastes in other places, environmental protection departments at all levels must focus on strengthening supervision.
